Germany and the EU's instruments of aid and trade

The area where Germany has traditionally made its strongest contribution to Europe's common foreign policy was the EU's economic relations with Israel and the Palestinians. However, particularly with respect to the EU's relations with Israel German governments have traditionally been reluctant to link economic cooperation with Europe's collective diplomacy toward the peace process and questions of international law (Interview with a German official in Berlin, May 2006). Germany was particularly active in promoting close ties between the EU and Israel and considered its own special relations with Israel and a strategy of positive engagement also as a model for EU–Israeli relations. Following the establishment of the Palestinian Authority (PA) in 1994, Germany also became an important promoter of Palestinian institution building and economic development and, since the collapse of the Oslo process, established itself as a key sup porter of the Palestinian reform process.
